During the U.S.-Japan Council annual conference that was held in Tokyo on November 8 and 9, 2018, Rylan Sekiguchi was elected chair of the TOMODACHI Emerging Leaders Program (ELP). The ELP identifies, cultivates, and empowers a new generation of leaders in the U.S.–Japan relationship. Emerging Leaders participate in leadership education, design and implement original USJC programming, and develop powerful, lifelong personal and professional friendships. A new cohort of leaders aged 24–35 is selected annually through a highly competitive process. USJC Senior Vice President Kaz Maniwa, who oversees the ELP, commented, “We are delighted that Rylan Sekiguchi will lead the Emerging Leaders Program next year as the chair of the Steering Committee. Rylan has shown great passion, dedication, and commitment to the Emerging Leaders Program and we look forward to his leadership.”

During the conference, Sekiguchi gave an overview of the ELP and shared reflections of how his professional and personal lives have embraced the mission of the ELP. Sekiguchi spoke specifically about his current work at SPICE with USJC Vice Chair Norman Mineta, former Secretary of Commerce under President Bill Clinton and Secretary of Transportation under President George W. Bush. Mineta is the subject of a new documentary—An American Story: Norman Mineta and His Legacy—co-produced by Dianne Fukami and Debra Nakatomi, and Sekiguchi is finalizing web-based lesson plans that focus on the film’s key themes, including immigration, civil liberties, and leadership. The documentary was screened at the conference and is anticipated to air on PBS.

A short video that Sekiguchi shared during his speech brought applause from the audience. The video captured a snippet of a performance that he and other members of San Jose Taiko presented last year. The performance celebrated “swing music and the role it played in lifting people’s spirits amid the harsh reality of the Japanese-American internment,” shared Sekiguchi. “Through music and theater, we transported people back to a 1940s-era ‘camp dance’ to educate audiences about the painful, agonizing choices that incarcerees faced.” Mineta was a young boy when his family was uprooted from San Jose, California, and incarcerated in a camp for Japanese Americans in Heart Mountain, Wyoming. Mineta later became mayor of San Jose in 1971.

Through Sekiguchi’s reflections, audience members from both sides of the Pacific were prompted to reflect upon civil liberties during times of crisis—in this case, the incarceration of Japanese Americans following the Japanese attack on Pearl Harbor. My father was a high school student in a camp in Poston, Arizona, and the video prompted me to recall one of the few things that he shared with me about his life behind barbed wire—that camp dances and baseball brought some sense of normalcy to the lives of Japanese-American youth. By showing the video, Sekiguchi’s implicit message was clear: young Americans today—including of course, ELP members—must be aware of the sometimes fragile nature of civil liberties. I have the good fortune of working with another ELP member, Naomi Funahashi, and during the conference, it was rewarding for me to meet many ELP alumni and members of the newest cohort and to witness the beginnings of personal and professional friendships amongst them. Sekiguchi’s speech set the tone for the year ahead—like a “camp dance,” he wants the ELP members to have fun but to always remember the serious nature of what the ELP represents.

In 1972, after years of frozen relations between China and the United States, President Richard Nixon met with Chairman Mao Zedong and set the two countries on a mutually interdependent path. Only a year later, Stanford University established the Bay Area China Education Project (BAYCEP) in 1973. In 1976, three other projects (on Africa, Latin America, and Japan) were added to BAYCEP, and SPICE was established as the umbrella program of the four projects. In a 1978 paper, Dr. David Grossman, the founding director of BAYCEP and SPICE, noted the following:

Long before we knew or used the term globalization, the origins of SPICE can be traced to the growing awareness that there was a huge gap or lag between the work of scholars and the knowledge and awareness of the general public. The original impetus was the Nixon visit to China in 1972, and the realization that the general public and students were not prepared for this radical shift in geopolitics. The problem was how to bridge this profound knowledge gap… This underlying theme of making recent scholarship more accessible to the public, and particularly to K–12 teachers and schools, became the heart of the SPICE initiative, and has remained so to this day.

For 45 years, SPICE has worked to bring Stanford’s world-class scholarship on China to K–12 schools nationwide through two primary avenues: supplementary curricular materials on China and U.S.–China relations; and seminars on China and U.S.–China relations for educators in the United States. In both of these areas, SPICE has worked in collaboration with Stanford scholars, including Professor Emeritus Albert Dien, who was instrumental in the creation of BAYCEP and remains engaged with SPICE.

In 2017, SPICE added a third branch to its work on China and K–12 schools, the China Scholars Program (CSP). An online course on contemporary China and U.S.–China relations, the China Scholars Program offers high school students across the United States unique access to cutting-edge research on China. Designed and instructed by Dr. Tanya Lee, each module addresses a different theme—such as “U.S.–China political relations” or “urban/rural inequality”—and features a real-time discussion with a scholar from Stanford or another institution.

“My students amaze me with the enthusiasm and rigor they bring to the course. They understand that a comprehensive understanding of China will be essential to navigating the international careers they want to pursue,” Lee explained. In addition to keeping up with (and sometimes surpassing) rigorous reading and discussion assignments, students spend much of the term researching and writing final papers on topics of personal interest. “We challenge each other,” Lee says. “I push them to explore areas they might not otherwise have considered, and to do so critically—but they are so curious and motivated, I have to be quick on my feet to stay ahead of them!”

One of the course’s two required texts is Stanford Professor Gordon Chang’s Fateful Ties: A History of America’s Preoccupation with China (Harvard University Press, 2015). “I assign Fateful Ties because I love the ‘big picture’ it gives us to frame all of the particular, current issues we explore—not just for its historical breadth, but for the way it integrates cultural, aesthetic, and philosophical influences the U.S. and China have had on each other along with the political and economic. And then for the students to have the opportunity to actually question Professor Chang directly is extraordinary.” Other Stanford faculty who regularly participate in CSP include political scientist Professor Thomas Fingar, economist Professor Scott Rozelle, and sociologist Professor Andrew Walder.  

The China Scholars Program runs twice a year. Applications for the spring 2019 CSP course are currently being accepted. Teachers should encourage highly motivated, advanced students to apply for the opportunity to learn directly from Stanford scholars. Lee remarked, “I am honored to be a part of the legacy of SPICE’s founders in extending Stanford scholarship on China beyond the walls of the university, to equip the next generation to build new bridges.”

Dr. Tanya Lee is the instructor for the China Scholars Program and Sejong Korea Scholars Program.

She has most recently served as Outreach Coordinator for Duke University’s Asian/Pacific Studies Institute (then the only federally funded East Asia Resource Center for the southeastern United States). From 2006 through 2009, she was Program Director of the Asian Educational Media Service at the University of Illinois at Urbana-Champaign, a national outreach program facilitating the use of film and media resources for teaching and learning about Asia in K–16 education. She has also collected acquisitions for the Full Frame Archive of documentary film at Duke University’s Rubenstein Rare Book and Manuscript Library; and coordinated a Mellon-funded project at the Associated Colleges of the Midwest, synthesizing the efforts of 41 liberal arts colleges in international education.

Earlier, she taught English for two years at Yunnan University’s Foreign Language Secondary School in Kunming, China. She has also taught English as a Second Language in Seoul, Korea; Taipei, Taiwan; and Seattle, Washington.

She completed her Ph.D. in ethnomusicology in 2011 from University of Illinois at Urbana-Champaign, with specializations in American folk music and East Asian music. Her dissertation, a history and ethnography of a major community music school in Chicago (Music as a Birthright: Chicago's Old Town School of Folk Music and Participatory Music Making in the 21st Century), studies the meanings of music in the lives of amateur music-makers, in the context of the American folk music revival. She is currently rewriting it as a book for a general readership.

She earned an M.A. in ethnomusicology from the University of Washington, a Bachelor of Arts in East Asian Studies from Oberlin College, and a Bachelor of Music in Music History from Oberlin Conservatory of Music.

As Stacy Shimanuki delivered her presentation about the Pacific War (1941–45), I was reflective of the fact that the 73rd anniversary of the surrender of Japan, August 15, 1945, was five days away. Stacy was one of several American and Japanese high school students who were honored by SPICE during an annual event called “Japan Day” at Stanford University on August 10, 2018. The top three students of Stanford e-Japan (fall 2017 cohort) and three students of the Reischauer Scholars Program (2018 cohort) gave presentations on their course research papers. The Reischauer Scholars Program (RSP) is a distance-learning course on Japan and U.S.–Japan relations that is offered annually to high school students in the United States, and Stanford e-Japan is a distance-learning course on the United States and U.S.–Japan relations that is offered twice annually to high school students in Japan.
 
For me, Japan Day is not only a day of recognition of students but is also symbolic of the close friendship between the United States and Japan that has evolved from a once-bitter rivalry. Though the six students had met their instructors Naomi Funahashi (RSP instructor; Dr. Rie Kijima taught the latter part of the 2018 RSP course) and Waka Takahashi Brown (Stanford e-Japan instructor) in online “virtual classrooms,” it was their first time meeting face-to-face. Although they had never met before, it was remarkable to me how the students on both sides of the Pacific seemed almost like old friends by the end of the day.
 
Japan Day opened with comments by the Honorable Tomochika Uyama, Consul General of Japan in San Francisco. He stated,  
 
The Japan–U.S. alliance is the cornerstone of security, stability, and prosperity in the Asia-Pacific region. As we look at the global challenges we face today, I believe that we must strive to ensure that our special relationship remains strong and vital. One way to accomplish this is by preparing the best and brightest of our young people with the kind of learning opportunities that will deepen mutual understanding. It is my belief that the Reischauer Scholars Program and Stanford e-Japan are admirably working toward this goal by providing the knowledge and expertise our young people will need as future leaders in Japan–U.S. relations.

The students presented on topics ranging from open innovation, employment and people with disabilities, and the U.S. and Japanese educational systems to language and nationalism, literature on the atomic bombing of Japan, and urbanization in Japan. Brown and Funahashi had high praise for their students. “I’m always so proud of our e-Japan award winners,” stated Brown. “Their level of research is at such a high level, and to be able to conduct their presentations in English and with such poise is an amazing achievement for students at such a young age.” During the presentations by her students, Funahashi reminded the audience, “These are high school students!” Without fail on Japan Day, Funahashi hears audience members complimenting the intellect of her students and how articulate they are.

Attendees represented people from the Stanford community and the U.S.–Japan community in the Bay Area, including Dr. Takeo Hoshi, Director, Japan Program, and Junichiro Hirata, Visiting Scholar, Shorenstein Asia-Pacific Research Center, FSI; and Dr. Kazuhiko Hasegawa, Executive Director, San Francisco Office, Osaka University, Kathleen Kimura, Japan Society of Northern California, and Dr. Yoichi Aizawa, Executive Director, San Francisco Office, Waseda University. Amanda Minami Chao and David Chao were recognized for their many years of support to SPICE.   
 
Following the formal program, the students enjoyed a tour of Stanford University. The SPICE staff and I were left hoping that someday we would see them again as undergraduate or graduate students on campus and more importantly, hoping that they will remain friends to further strengthen the decades of friendship between Japan and the United States.

—SPICE: Offering teacher institutes since 1973—

 

In 1973, the roots of the Stanford Program on International and Cross-Cultural Education (SPICE) were established with the creation of the Bay Area China Education Program, which focused on the development of K–12 curriculum materials and teacher professional development. Only a year prior, President Richard Nixon had made his historic trip to China and many American students were able to view contemporary images of China on television for the first time in their lifetimes. Teachers who attended SPICE institutes on China in the 1970s often commented that they were at a loss about how to teach about China.

Forty-four years later, a new generation of educators expressed similar sentiments at a SPICE institute. However, the challenge wasn’t so much about the teaching of China but rather the teaching of North Korea. Thus, when Pulitzer Prize-winning author Adam Johnson spoke about his book, The Orphan Master’s Son, a New York Times bestselling novel about North Korea, teachers were riveted by his comments. Teachers were interested not only in ways that his novel could help them better understand contemporary North Korea but also in ways they could use the book to help their students gain a more balanced view of North Korea. The 22 teacher participants received copies of The Orphan Master’s Son to use in their teaching and were offered two SPICE curriculum units titled Inter-Korean Relations: Rivalry, Reconciliation, and Reunification and Uncovering North Korea.  

Co-sponsored by the National Consortium for Teaching about Asia (NCTA), the SPICE summer institute, July 24–26, 2017, had the objectives of (1) deepening teachers’ understanding of Asia, U.S.–Asian relations, and the Asian-American experience; (2) providing teachers with teaching resources; and (3) creating a community of learners. The institute featured lectures by Stanford faculty (like Johnson), U.C. Berkeley faculty, and other experts on a range of Asia- and Asian-American-related topics closely aligned with the History-Social Science Framework for California Public Schools standards, which were recently revised. Interactive curriculum demonstrations by SPICE staff were also offered.

One such standard focuses on recent economic growth in China. Following a lecture by Thomas Fingar, Shorenstein Asia Pacific Research Center Fellow, on “Recurring Themes in U.S.–China Relations,” a curriculum demonstration on the SPICE curriculum unit, China in Transition: Economic Development, Migration, and Education, was offered by its author, Rylan Sekiguchi of SPICE. One teacher remarked, “I teach about China, and it was so helpful to hear someone with such deep expertise [Fingar] speak about U.S.–Chinese history in a way that enriches my knowledge and understanding to bring back some bigger themes to my teaching. I can’t wait to bring this content back to my students [through the SPICE curriculum].” Other scholarly lectures on Japan and Korea were also followed by curriculum demonstrations by SPICE staff. This coupling of lectures and curriculum demonstrations has been a hallmark of SPICE since its inception.

Updated History-Social Science Framework standards on the Asian-American experience were also addressed at the institute. Dr. Khatharya Um, Associate Professor of Ethnic Studies at the University of California at Berkeley, introduced the diverse cultural and historical backgrounds of the Asian-American student population which often comprises a significant percentage of students in schools in areas like the San Francisco Bay Area and Los Angeles. She emphasized the importance of acknowledging individual circumstances in minority student populations and breaking down commonly cited stereotypes of Asian Americans as being a critical element of effective teaching. One of the topics that she addressed was stereotypes of Japanese Americans that arose following the Japanese attack of Pearl Harbor. Her lecture was coupled with the sharing of first-hand experiences by Dr. Joseph Yasutake, who was interned at the age of nine. Dr. Yasutake’s talk stimulated discussions on civil liberties, race relations, discrimination, and American identity among the teachers. “Hearing history from one who has experienced it as well as studied and taught the history is really wonderful,” said one institute participant. “This combination brings a great amount of authority and well as authenticity to the narrative he [Yasutake] provides.” The SPICE curriculum unit, Civil Rights and Japanese-American Internment, was recommended as a resource for teachers.

The institute brought together both experienced mentor teachers and those new to the field. Naomi Funahashi, who organized and facilitated the institute, remains in communication with many of the teachers and has noticed that a community of learners, who are committed to a long-term exploration of Asian and Asian-American studies, has grown from the institute. She reflected, “One of the unexpected outcomes of the institute was the recommendations that many of the teachers have written in support of their students’ applications to my online class on Japan called the Reischauer Scholar Program. My hope is that some of my students will someday attend SPICE institutes as teachers and that SPICE institutes will continue to serve teachers as they have since 1973 for many decades to come.”

SPICE is currently recruiting teachers to attend its 2018 summer institute for middle school teachers (June 20–22, 2018) and summer institute for high school teachers (July 23–25, 2018).

Sponsored by the United States–Japan Foundation, the Elgin Heinz Teacher Award recognizes exceptional teachers who further mutual understanding between Americans and Japanese. The award is presented annually to pre-college teachers in two categories, humanities and Japanese language. It is named in honor of Elgin Heinz for his commitment to educating students about Asia as well as for the inspiration he has provided to the field of pre-college education.

SPICE’s Reischauer Scholars Program Manager and Instructor Naomi Funahashi has won the 2017 Elgin Heinz Teacher Award for her teaching excellence with the Reischauer Scholars Program (RSP), an online course named in honor of former Ambassador to Japan Edwin O. Reischauer that introduces Japan and U.S.–Japan relations to high school students in the United States. Funahashi formally accepted the award at Stanford University on November 20, 2017.

In his opening comments, David Janes, Director of Foundation Grants and Assistant to the President, United States–Japan Foundation, who hosted the ceremony, praised Funahashi, explaining why she is so deserving of the distinction: “Like Ambassador Reischauer, Naomi knows how global education at the high school level can transform kids for life, making them better leaders for the future.”

Comments from the Honorable Jun Yamada, Consul General of Japan, were shared by Maiko Tamagawa, Advisor for Educational Affairs, Consulate General of Japan in San Francisco. Consul General Yamada noted, “Ms. Funahashi is indeed an extraordinary educator. Her dedication and commitment to inspiring and empowering young Americans to become experts on Japan is an invaluable contribution to the promotion of mutual understanding between our two countries.” Consul General Yamada, who serves on the advisory committee of the RSP, also graciously hosted a dinner at his residence in honor of Funahashi in July 2017, shortly after the announcement of the award.

SPICE Director Gary Mukai, who nominated Funahashi for the award, commented that “Naomi is extremely dedicated to her students, and I hear regular praise from her students, including those who have matriculated to Stanford. Elgin would have rave reviews of her interdisciplinary approach to teaching… Because of Naomi, the original RSP goal of creating a new generation of leaders in the U.S.–Japan relationship has become a reality.”

Former RSP student and recent Stanford graduate Aryo Sorayya spoke next and thanked Funahashi for extending herself to students far beyond the RSP’s course requirements themselves. Sorayya spoke not only about Funahashi’s careful attention to students’ work but also her sincere interest in their college plans and careers.

Also in attendance were former Ambassador to Japan Michael Armacost; many Stanford scholars—including Takeo Hoshi, Kenji Kushida, and Phillip Lipscy—who contribute lectures, lead online “virtual classrooms,” and/or serve as principal investigators of the RSP; former recipients the Elgin Heinz Teacher Award Norman Masuda and Saya Okimoto McKenna; and members of Funahashi’s family, including her mother Jan Funahashi, husband Rich Lee, and three-year-old son Akira, hopefully a future RSP student in 2030.

Funahashi was born in Tokyo and grew up moving between the United States and Japan. Naomi has resided in the San Francisco Bay Area since 2000, joining SPICE in 2005. She is a graduate of Brown University (BA), San Francisco State University (teaching credential), and the University of Illinois, Urbana-Champaign (M.Ed.). She has served as Manager and Instructor of the RSP since joining SPICE.

SPICE Director Gary Mukai has been named a recipient of the 2017 Autumn Conferment of Japanese Decorations. On November 3, the government of Japan announced that Dr. Mukai will be awarded the Order of the Rising Sun, Gold and Silver Rays for his contributions to the promotion of friendship and mutual understanding between Japan and the United States.

The Order of the Rising Sun is a decoration in the Japanese honors system that dates back to 1875. It was established as the first national decoration awarded by the Japanese government, and it recognizes individuals who have made significant contributions to Japan or its culture. It is one of the highest decorations conferred by the government.

“I am very humbled by this honor,” reflects Mukai. “I still find it hard to believe. But as someone who has always cared deeply about the U.S.–Japan relationship, this decoration truly means a lot to me. I’m just thankful I’ve had so many opportunities to be involved.”

After receiving his Bachelor of Arts degree and teaching credential from UC Berkeley, Dr. Mukai moved to Japan to teach in 1977 and has since worked to promote cross-cultural education between the United States and Japan. Besides working as a teacher in both countries, he has served as a longtime interviewer for the Japan Exchange and Teaching (JET) Program and has been a selection committee member of the United States-Japan Foundation’s Elgin Heinz Teacher Award since its inception. At SPICE, he has developed numerous curriculum guides on Japan for K–12 classrooms as well as overseen the creation of both the Reischauer Scholars Program and Stanford e-Japan—a pair of nation-wide online courses that teach American and Japanese high school students about each others’ countries.

A date for Mukai’s formal conferment ceremony has not been announced.

We often speak about U.S.–Japan relations in grand terms that focus on links between our countries. But the heart of our connection is personal—innumerable interactions between Japanese and American citizens who recognize the national and the individual benefits of such links… This is what gives Japan Day its special significance.

The Stanford Program on International and Cross-Cultural Education (SPICE) honored top students of the Reischauer Scholars Program (RSP) and Stanford e-Japan at “Japan Day 2017”—an event held at Stanford University on August 11, 2017. The RSP honorees were Tuvya Bergson-Michelson (Lick-Wilmerding High School, San Francisco, CA), Mallika Pajjuri (Dublin High School, Dublin, CA), and Evan Wright (homeschool, Greenwood, IN), and the Stanford e-Japan honorees were Reon Hiruma (Waseda University Senior High School, Tokyo), Saya Iwama (Takada High School, Mie Prefecture), Mako Matsuzaki (graduate of Keio Girls Senior High School, Tokyo), and Alisa Tanaka (graduate of Keio Girls Senior High School, Tokyo).

Japan Day 2017 began with opening remarks by the Honorable Jun Yamada, Consul General of Japan in San Francisco, who commended the students for their study of U.S.–Japan relations and underscored the importance of educational programs such as the RSP and Stanford e-Japan in strengthening cross-Pacific relations. "There is no better investment for the future of Japan–U.S. relations," he noted, "than in educating and empowering the most promising of our youth, who will become the leaders of the future."

Stanford e-Japan Instructor Waka Takahashi Brown and RSP Instructor Naomi Funahashi presented overviews of the two programs and recognized the honorees for their outstanding academic performance and research papers. The students then took to the podium one by one to present their research to an audience of over 40 people, which included the Honorable Michael Armacost (former U.S. Ambassador to Japan), Ai Hiyama (Advisor for Community Affairs, Consulate General of Japan in San Francisco), and Maiko Tamagawa (Advisor for Educational Affairs, Japan Information and Cultural Center, Consulate General of Japan in San Francisco).

The honorees’ presentations spanned a wide range of topics related to U.S.–Japan relations, including immigration, social media, LGBTQ issues, entrepreneurship, politics, cross-cultural education, and the environment. In several cases, these topics coincided closely with the work and expertise of audience members, making for fruitful conversation and welcome synergies. During his presentation on “Cross-Cultural Education: An Unconventional Path to Immigration Reform and Economic Prosperity in Japan,” Evan Wright spoke about the Japan Exchange and Teaching (JET) Program and its role in promoting grassroots and cross-cultural international exchange between Japan and other nations. Tamagawa was pleasantly surprised to hear Wright’s comments, as she oversees the JET Program at the Consulate General of Japan in San Francisco. Wright hopes to participate in the JET Program after graduating from college.

For the students, a major highlight of the day was simply the chance to meet each other in person, after interacting intensively for months in an online-only context. Seeing the students connect with each other in person was also especially gratifying for the instructors. “One of the most rewarding things for me,” commented Funahashi, “is to see the depth of the connections that are established between RSP and Stanford e-Japan students, and how much they learn from one another. In addition to discussing American and Japanese perspectives on various aspects of contemporary society, education, politics, historical memory, and diplomacy, some students develop friendships that last far beyond their participation in these courses.” Brown agreed, adding, “For my students, having the opportunity to interact with peers from the United States was one of the highlights of the program. To see all the RSP and Stanford e-Japan award winners honored at the same event was extremely rewarding.” Ambassador Armacost emphasized the importance of building real person-to-person connections, too. “Personal relationships are deepened by a shared knowledge of language, culture, and history. But they depend ultimately on awareness of the value of personal ties, a proliferation of friendships, and a sustained effort to cultivate and maintain them through events such as Japan Day.”

Following the formal program, the students and their families took a tour of Stanford University campus. Honoree Mako Matsuzaki commented on how much she enjoyed the tour and regrets not having more time to talk with her American peers. She also somewhat jokingly noted, “I can’t imagine how Stanford students can actually study very seriously with so many temptations! (The good weather, many places to nap, frisbees, cycling, and being close to beaches.)” Funahashi and Brown hope that the friendships that have blossomed among their students will continue to strengthen the ties between the United States and Japan.

SPICE has received numerous grants in support of the RSP (since its inception in 2003) from the United States-Japan Foundation, the Center for Global Partnership (The Japan Foundation), and the Japan Fund, which is administered by the Freeman Spogli Institute for International Studies at Stanford University. Stanford e-Japan (since its inception in 2015) has been supported by a grant from the United States-Japan Foundation.

In discussions of how Japan can harness Silicon Valley, and how Japan can accelerate its efforts to foster greater innovation and entrepreneurship, the endpoint is often “Japan’s education system needs to change.” However, the people discussing innovation, entrepreneurship, and harnessing Silicon Valley are rarely positioned to be able to take the next step and actively facilitate change. The Stanford Program on International and Cross-Cultural Education (SPICE) has begun offering an interactive online learning program called Stanford e-Japan to high schools in Japan and plans to expand into the college level.  Students not only learn content provided by Stanford scholars, but are also exposed to critical thinking, creative but structured intellectual inquiry, and formulating informed opinions about topics of great relevance to everyday life – all in English. SPICE and the Stanford Silicon Valley – New Japan Project are delighted to collaborate on building new relationships and content to directly begin influencing educational change in Japan. In this SV-NJ Public Forum series, SPICE director Gary Mukai and SV-NJ project leader Kenji Kushida will provide an overview of educational skills needed for the Japanese young people of today and tomorrow, and introduce the Stanford e-Japan program.

Dr. Gary Mukai is the director of the Stanford Program on International and Cross-Cultural Education (SPICE) at Stanford University. Prior to joining SPICE in 1988, he was a teacher in Gunma Prefecture, Japan, and in California public schools. Gary’s academic interests include curriculum and instruction, educational equity, and teacher professional development. He is a graduate of U.C. Berkeley and Stanford University. His curricular writings for U.S. schools include extensive work on Japan and the Japanese-American experience. In 2003, under his leadership, SPICE established the Reischauer Scholars Program, a distance-learning course on Japan and U.S.–Japan relations for high school students in the United States, and in 2015, SPICE launched Stanford e-Japan, a distance-learning course on the United States and U.S.–Japan relations for high school students in Japan. In 2007, he was the recipient of the Foreign Minister’s Commendation from the Japanese government for the promotion of mutual understanding between Japan and the United States, especially in the field of education. In 2015, he was selected as the recipient of the Stanford Alumni Award by the Asian American Activities Center Advisory Board. He has been a long-time interviewer of the Japan Exchange and Teaching (JET) Program and member of the JET Alumni Association of Northern California board. 

Kenji E. Kushida is a Japan Program Research Scholar at the Walter H. Shorenstein Asia-Pacific Research Center and an affiliated researcher at the Berkeley Roundtable on the International Economy. Kushida’s research interests are in the fields of comparative politics, political economy, and information technology. He has four streams of academic research and publication: political economy issues surrounding information technology such as Cloud Computing; institutional and governance structures of Japan’s Fukushima nuclear disaster; political strategies of foreign multinational corporations in Japan; and Japan’s political economic transformation since the 1990s. Kushida has written two general audience books in Japanese, entitled Biculturalism and the Japanese: Beyond English Linguistic Capabilities (Chuko Shinsho, 2006) and International Schools, an Introduction (Fusosha, 2008). Kushida holds a PhD in political science from the University of California, Berkeley. His received his MA in East Asian studies and BAs in economics and East Asian studies, all from Stanford University.
