I grew up with STEM as my backbone, my crutch. My parents met in engineering school, and the childhood they gifted me with was one filled with opportunities to get my hands dirty. The identity I built for myself was defined by asking questions about snail slime, aphids on roses, simply everything about the “hows” and “whys” of the biological world around me. And not once did I think to steer my gaze elsewhere in hopes of enriching my worldview. To an elementary school Mallika, understanding science and science alone would gift me the tools to solve the world’s greatest problems.

So, of course, it confused me to see my dad, an equity analyst focused on the semiconductor and green tech industries, travel so often to Japan, China, and Korea. Hands filled with stuffed animal pandas wearing qi paos, he would talk on and on about East Asia’s incomparable ability to merge the old with the new: cities at the forefront of tech innovation were sparkled with architecture and customs from lineages spanning thousands of years. My dad sold the intrigue. Not in an orientalist way, rather through a deep appreciation of recognizing the past in an effort to rebrand the future. I just had to get my peek.

I started learning Japanese in fourth grade, Chinese in seventh, and was in love with the languages. They were logical, pictographic, and simply scientific. But the classes were one-dimensional, one-epochical almost, if that’s even a word. What they were able to capture in unraveling the past did nothing in describing the translation to the future. I wanted to get a grasp of contemporary issues to eventually find ways to apply this newfound information to my STEM pursuits.

Fast forward a few years, a semester of SPICE’s Reischauer Scholars Program under my belt, I loved my experience with the SPICE program so much that I had to return for a second program. Naturally, I applied to SPICE’s China Scholars Program (CSP) my junior year of high school, and compounded with classes like AP U.S. History and Honors Chinese, my worldview felt interconnected. Everything I was studying added to an accumulated web of information, weaving connections between economics, public policy, technology, and culture. I wrote my final paper on how bureaucracy, educational equity, and green technology could help China establish itself as the (not a) global superpower, and it had quite honestly been my first exploration in drawing conclusions between seemingly disparate fields. For someone who had conducted many science research projects in the past, CSP and its instructor, Dr. Tanya Lee, challenged and stretched me in ways I never thought possible.

I’m currently studying Materials Science and Engineering and Bioengineering at MIT, but my love for STEM is bolstered by a global lens.

At MIT, we’re taught the merits of collaboration through group-based projects and exceedingly difficult problem sets. However, I often doubt the translatability of this approach in the real world. Students of similar academic backgrounds collaborate on similar projects with similar solutions. The web of information synthesized by students of different majors is undeniably extremely useful in developing real-world solutions. Completing CSP through a STEM lens was a unique way of doing just that. I met students from Virginia all the way to Hong Kong who were passionate about everything under the sun. The variation in perspectives livened discussion boards, and I could almost liken the completed responses to a mosaic: each student had their unique piece to offer, such that the image created was one of heightened clarity. Since then, I’ve taken classes on Chinese, on economics, and even on how to stage revolutions, all as a result of understanding the merits of cross-disciplinary and cross-cultural exploration. And who knows, I might even minor in Chinese to pay homage to the language that shaped my worldview.

On August 26, 2019, SPICE/FSI served as the Stanford University host of the California-Japan Governors’ Symposium, which was co-hosted by the U.S.-Japan Council (USJC) and the Silicon Valley Japan Platform (SVJP). Four governors and one vice governor from Japan were in attendance along with dignitaries from California.

The goal of the Symposium was to create an opportunity for leaders from Silicon Valley and Japan to come together, reinforce relationships, consider new ways of thinking, initiate dialogue, and catalyze outcomes that benefit both the United States and Japan. USJC President Irene Hirano, California State Lieutenant Governor Kounalakis, and Ambassador Roos set the context for the Symposium by highlighting the interdependence of Japan and California broadly—and Silicon Valley specifically—historically, economically, and socially.

The Symposium featured one panel and two sessions. First, Stanford Emeritus Professor, Shorenstein Asia-Pacific Research Center Co-Founder, and Co-Chair of the SVJP Executive Committee Dr. Daniel Okimoto moderated a panel that featured the governors and the vice governor sharing some of the challenges and opportunities in their prefectures with a special focus on their prefectures’ relationship with Silicon Valley and institutions of higher learning like Stanford. Second, SPICE Director Dr. Gary Mukai moderated an education-focused session that explored issues at the intersection of education and global citizenship. SKY LABO Co-Founder Dr. Rie Kijima and SKY LABO Co-Founder and SPICE Instructor Dr. Mariko Yoshihara Yang spoke about their work in fostering the next generation of innovative human resources in STEAM (Science, Technology, Engineering, Arts, and Mathematics) education with special attention to girls’ and women’s education. They were followed by Governors Hirose, Ibaragi, and Yuzaki, who shared education-related priorities and concerns in their prefectures, e.g., declining school enrollment especially in rural areas, low numbers of Japanese students choosing to study abroad, and empowering Japanese students with global points of view. Third, Dr. Devang Thakor moderated a healthcare-focused session. Stanford Associate Professor Phillip Yang, a cardiologist, and Dr. Caleb Bell, G4S Capital and Ikigai Accelerator, shared comments on the application of AI and machine learning to medical diagnosis and treatment. Also in the session, Governor Kawakatsu and Vice Governor Ota shared reflections on health-related topics such as aging societies, the rising cost of healthcare, and prevention and wellness.

In his closing comments, Okimoto noted that he hopes to convene another symposium with the governors from Japan in three to five years. The goal of the symposium would be to share and discuss the progress that has been made since last month’s gathering.

Over the next three to five years, SPICE plans to do its part—in at least five areas—in terms of building upon the discussion from the education-focused session. First, later this month, Mukai will be offering the first class of Stanford e-Oita, an online class on U.S. society and culture that SPICE will offer to high school students in Oita this fall. Second, Rylan Sekiguchi, Instructor of Stanford e-Hiroshima, will begin instruction from this fall of an online class on U.S. society and culture that SPICE will offer to high school students in Hiroshima. Third, Yang will be visiting Hiroshima in November to meet Governor Yuzaki as well as to offer the final class of the Stanford-Hiroshima Collaboration Program, which will be offered to MBA students at the Prefectural University of Hiroshima and other universities also from this fall. Fourth, SPICE will continue to assist Okayama Prefecture and Shizuoka Prefecture on their educational efforts in areas like sister city school programs and engaging their students in Stanford e-Japan, a national online class that SPICE offers to high school students throughout Japan. Stanford e-Japan is taught by Waka Takahashi Brown and Meiko Kotani. Fifth, SVJP Executive Director Kenta Takamori and Mukai recently shared reflections on the Symposium and their work with the prefectures on NBC Bay Area. They hope to continue to inform the broader Silicon Valley community of the outcomes of the Symposium.

The stars have finally aligned to enable SPICE to launch its first online course in China, Stanford e-China—an interactive, virtual class for Chinese high school students. Many factors now make this venture possible: access to China’s education system via partners on the ground in country; capable virtual technology; compelling student interest among Chinese high school students to study abroad at universities like Stanford; and the identification of a highly qualified instructor.

The inaugural Stanford e-China online course, Technologies Changing the World: Design Thinking into Action, will start in Winter 2020, open to enrollment of high school students throughout China. Students will explore cutting-edge technologies that are defining the future and providing exciting areas for academic study, professional opportunities, and entrepreneurial innovation. Focusing on the fields of green tech, finance tech, health tech, and artificial intelligence, students will engage in live discussion sessions (“virtual classes”) and real-time conversations with Stanford University scholars, Silicon Valley entrepreneurs, as well as American high school students.

While collaborating with Study Abroad Director Emma Vanbergen and China Director of International Education Julia Gooding at BE Education, it became clear that Chinese students seek hands-on projects with real-world impact. As China leads the way in many technological fields from green tech to artificial intelligence, a key challenge in developing this online course has been finding a framework that encourages students to analyze challenges facing each of the technologies highlighted in the course and then brainstorm innovative solutions. To showcase the dynamic research and teachings at Stanford University, SPICE honed in on Design Thinking, a creative-thinking and problem-solving framework very active throughout campus and Silicon Valley.

As a final project, Stanford e-China students will delve into an area of personal interest in one of the technology fields, applying aspects of the Design Thinking framework, to develop a prototype pitch. The top three students from each course will be invited to Stanford University to present their pitches and sharpen Design Thinking skills with Stanford practitioners in person. Design Thinking is a very hands-on, interactive, team-based experience that is dependent on critical feedback from other people. Translating the Design Thinking concepts online, with students, scholars, and practitioners virtually scattered across the world presents an exciting opportunity to create curriculum that effectively introduces the skills and mindset.

SPICE is drawing on the expertise of Mariko Yoshihara Yang and Rie Kijima, co-founders of SKY Labo and long-time collaborators with SPICE and the Stanford Graduate School of Education. The technologies explored in this course—green tech, finance tech, health tech, and artificial intelligence—have timely, global impact. The contributors to the Stanford e-China’s development span the world as well—from Stanford to Britain, China, and other countries of Asia. The Stanford e-China course is informed by over 16 years of SPICE online course offerings for high school students in other countries in Asia as well as throughout the United States. Stanford University scholars will also play pivotal roles as lecturers and guest speakers on the course’s leading technological fields and related pressing issues.

SPICE Director Gary Mukai recently noted, “The roots of SPICE date back to the establishment of the Bay Area China Education Project (BAYCEP) at Stanford University in 1973. Since then, SPICE has produced curriculum materials on China and hosted teacher professional development seminars on China for teachers in the United States, and more recently has offered an online course on China for high school students in the United States—all with the goal of helping Americans better understand China. I am delighted that 46 years since the establishment of BAYCEP, Stanford e-China has become a reality and for the first time in its history, SPICE will be working formally with students in China. SPICE is grateful to be collaborating with BE Education in this initiative.”  

The inaugural 10-week course will be offered in Winter 2020. Shorter 4- to 6-week courses will be offered in Summer 2020. Course details and application deadlines are available at http://stanfordechina.org. The online course is offered in English. Stanford e-China students should expect to allot 3–4 hours per week to complete the lectures, virtual classes, discussions, readings, and assignments. Although participation in virtual classes (held on Saturday mornings) is mandatory, students will be able to structure the other work around their individual schedules.

Carey Moncaster is developing the course as the Stanford e-China instructor. After graduation from U.C. Berkeley, Carey lived and worked in China throughout the 1990s as the country embarked on monumental economic changes. This experience was followed by graduate studies in East Asian Studies at Stanford University and her initial work with SPICE. She has launched educational programs for U.S. high school students throughout Asia, and most recently returns to SPICE from Seattle’s high-tech world of start-up ventures.

“Super Science High School” (SSH) and “Super Global High School” (SGH) are designations awarded by the Japanese Ministry of Education, Culture, Sports, Science and Technology (MEXT) to upper secondary schools that prioritize science, technology, and mathematics (SSH) and global studies (SGH). Since 2015, SPICE has offered the “SPICE/Stanford e-Course on Global Health” to students of Takatsuki Jr. and Sr. High School, one of the few schools in Japan with both designations. This distance-learning course provides students with a broad overview of the importance of global health with a special focus on pioneering examples of international work conducted by researchers at Stanford University.

On July 30, Tsuyoshi Kudo, Principal of Takatsuki Jr. and Sr. High School, visited Stanford University and met with Sabrina Ishimatsu, instructor of the course, and SPICE Director Gary Mukai. The course underscores the importance that Principal Kudo has placed upon both science and global studies at Takatsuki High School. Many Stanford scholars—including Scott Rozelle, PhD, and Karen Eggleston, PhD (Freeman Spogli Institute for International Studies); Phillip Yang, MD, and Paul Wise, MD (School of Medicine); and Fumiaki Ikeno, MD (Stanford Biodesign)—introduce their research to the students and engage them in discussions. “As Takatsuki High School makes its primary aim to nurture future global leaders who have a profound awareness of the significance of global health,” commented Kudo, “a series of online lectures by top-notch global health researchers in a world-class institution is an invaluable boon to the students.”

Ishimatsu and Kudo are currently conceptualizing the 2018–19 course curriculum, and both SSH and SGH guidelines will once again help to shape the framework for the course. For example, a requirement of SGH schools is for students to conduct fieldwork both domestically and internationally on research topics as part of their learning, in order to broaden their views and pursue their goals.

In the first three years of the course, Stanford scholars have opened the eyes of students at Takatsuki High School to a broad range of research topics. Ishimatsu commented, “I am honored to work with Principal Kudo on the cultivation of a new generation of global leaders in the area of health.”

Since the mid-19th century, the United States has had strong—albeit sometimes tense—historic ties with Kanagawa Prefecture. In 1853, U.S. Commodore Matthew C. Perry entered Edo Bay (now Tokyo Bay) just south of Yokohama with the mission of pressuring Japan to open its ports to the United States. This resulted in the signing of the Convention of Kanagawa in 1854, which opened the ports of Shimoda and Hakodate to trade and established the first U.S. consulate office. During World War II, the Yokosuka Naval Arsenal in Kanagawa was attacked by the United States, and since the end of the war in 1945, its facilities have been used by the U.S. Navy. Today, United States Fleet Activities Yokosuka is home port for the U.S. Seventh Fleet.

Students in Kanagawa Prefecture are taught about these historic episodes between their prefecture and the United States. They also live alongside a significant number of American residents today. Following Tokyo and excluding U.S. military personnel in Japan, Kanagawa has the second largest number of American residents in Japan. Because of these historical and contemporary ties with the United States, some of Kanagawa’s teachers have reached out to the Stanford Program on International and Cross-Cultural Education (SPICE) with hopes to more fully introduce their students to U.S. society and culture and U.S.–Japan relations and also to encourage their students to study abroad in the United States. This encouragement was inspired in large part by the Japanese government.

On May 1, 2015, Japanese Prime Minister Shinzo Abe visited Stanford University—a first by a Japanese prime minister—and said that he wants “the best and brightest Japanese talent” to study at places like Stanford and to learn about Silicon Valley. Shortly after Prime Minister Abe’s visit to Stanford, SPICE launched an online course called Stanford e-Japan for high school students in Japan with funding from the United States-Japan Foundation, New York City. Stanford e-Japan, which is taught by Waka Takahashi Brown, introduces topics like Commodore Perry, World War II, and Silicon Valley to students with hopes that they will come to better understand the bilateral relationship and also consider someday studying in the United States.

One of the high schools that has enthusiastically supported and enrolled students in Stanford e-Japan is Yokohama Science Frontier High School (YSFH). Thanks to the initiative of teachers Nobuyo Uchimura and Yukimasa Uekusa, Naomi Funahashi and Rylan Sekiguchi traveled to Kanagawa Prefecture to visit YSFH and a partner school, Yokosuka Senior High School. They met with faculty, chatted with students, and led several classes and after-school sessions to encourage students’ global thinking. Following their school visit, English teacher Gentaro Tatsumi, noted, “Sekiguchi-sensei and Funahashi-sensei gave very impressive lessons to my students. I believe many of them surely had moments to think deeply about war and peace with different perspectives or viewpoints. Also, I was so happy to see that there were several students who showed a big interest in studying abroad following their after-school presentation.”

Four of these students had the occasion to see Funahashi and Sekiguchi again but this time at Stanford University. Three students (Ayaka Nakaminami, Daiichi Soma, and Rin Suzuki) from YFSH and one student (Keisuke Hara) from Yokosuka Senior High School participated in a SPICE-led seminar on January 24, 2018. After engaging in a series of globally themed lessons led by Funahashi and Sekiguchi, the students toured Stanford campus and experienced lunch in a student dining hall. The afternoon portion of the seminar featured a presentation by Tatsumi-sensei on English education in Japan, remarks by Uchimura-sensei and Uekusa-sensei, and four science research-focused presentations that were given by the students to Stanford community members.

One of the audience members was Stanford law student, Yuta Mizuno, an attorney with Nagashima Ohno & Tsunematsu in Tokyo. “I was truly impressed by the students’ preparation and performance with the presentations,” he reflected. “I’m sure that they gained inspiration and confidence from the seminar here at Stanford, and there’s no doubt that they have a promising future on the global stage. I wish I could’ve had such a priceless experience when I was in high school.” In between the student presentations, Mizuno also had the chance to talk with Hara, who aspires to be an attorney.

After their return to Kanagawa Prefecture, Uchimura-sensei commented, “Our visit to Stanford was a precious opportunity. The seminar we had at SPICE was focused on ‘globalization’ and ‘interdependence,’ which are especially important themes today. The four selected students, who are potential global leaders, were lucky enough to have been given the chance to experience studying at a U.S. university early in life. We are convinced that this experience at SPICE has given them a guide into their future.”

SPICE expects that many students from Kanagawa Prefecture will apply to future offerings of Stanford e-Japan, due in large part to the enthusiasm of the teachers and the students who represented their prefecture so well. SPICE’s hope is that the four students will someday return to Stanford or other U.S. universities as students. It is remarkable how the once tense relationship between Kanagawa (and Japan broadly) and the United States has evolved into a close interdependent friendship. We entrust the future of this friendship to students like Nakaminami, Soma, Suzuki, and Hara.

For 14 years, Mariano-Florentino Cuéllar has been a tireless Stanford professor who has strengthened the fabric of university’s interdisciplinary nature. Joining the faculty at Stanford Law School in 2001, Cuéllar soon found a second home for himself at the Freeman Spogli for International Studies. He held various leadership roles throughout the institute for several years – including serving as co-director of the Center for International Security and Cooperation. He took the helm of FSI as the institute’s director in 2013, and oversaw a tremendous expansion of faculty, research activity and student engagement. 

An expert in administrative law, criminal law, international law, and executive power and legislation, Cuéllar is now taking on a new role. He leaves Stanford this month to serve as justice of the California Supreme Court and will be succeeded at FSI by Michael McFaul on Jan. 5.

 As the academic quarter comes to a close, Cuéllar took some time to discuss his achievements at FSI and the institute’s role on campus. And his 2014 Annual Letter and Report can be read here.

 

You’ve had an active 20 months as FSI’s director. But what do you feel are your major accomplishments? 

We started with a superb faculty and made it even stronger. We hired six new faculty members in areas ranging from health and drug policy to nuclear security to governance. We also strengthened our capacity to generate rigorous research on key global issues, including nuclear security, global poverty, cybersecurity, and health policy. Second, we developed our focus on teaching and education. Our new International Policy Implementation Lab brings faculty and students together to work on applied projects, like reducing air pollution in Bangladesh, and improving opportunities for rural schoolchildren in China.  We renewed FSI's focus on the Ford Dorsey Program in International Policy Studies, adding faculty and fellowships, and launched a new Stanford Global Student Fellows program to give Stanford students global experiences through research opportunities.   Third, we bolstered FSI's core infrastructure to support research and education, by improving the Institute's financial position and moving forward with plans to enhance the Encina complex that houses FSI.

Finally, we forged strong partnerships with critical allies across campus. The Graduate School of Business is our partner on a campus-wide Global Development and Poverty Initiative supporting new research to mitigate global poverty.  We've also worked with the Law School and the School of Engineering to help launch the new Stanford Cyber Initiative with $15 million in funding from the Hewlett Foundation. We are engaging more faculty with new health policy working groups launched with the School of Medicine and an international and comparative education venture with the Graduate School of Education. 

 

Those partnerships speak very strongly to the interdisciplinary nature of Stanford and FSI. How do these relationships reflect FSI's goals?

The genius of Stanford has been its investment in interdisciplinary institutions. FSI is one of the largest. We should be judged not only by what we do within our four walls, but by what activity we catalyze and support across campus. With the business school, we've launched the initiative to support research on global poverty across the university. This is a part of the SEED initiative of the business school and it is very complementary to our priorities on researching and understanding global poverty and how to alleviate. It's brought together researchers from the business school, from FSI, from the medical school, and from the economics department.  

Another example would be our health policy working groups with the School of Medicine. Here, we're leveraging FSI’s Center for Health Policy, which is a great joint venture and allows us to convene people who are interested in the implementation of healthcare reforms and compare the perspective and on why lifesaving interventions are not implemented in developing countries and how we can better manage biosecurity risks. These working groups are a forum for people to understand each other's research agendas, to collaborate on seeking funding and to engage students. 

I could tell a similar story about our Mexico Initiative.  We organize these groups so that they cut across generations of scholars so that they engage people who are experienced researchers but also new fellows, who are developing their own agenda for their careers. Sometimes it takes resources, sometimes it takes the engagement of people, but often what we've found at FSI is that by working together with some of our partners across the university, we have a more lasting impact.

 

Looking at a growing spectrum of global challenges, where would you like to see FSI increase its attention? 

FSI's faculty, students, staff, and space represent a unique resource to engage Stanford in taking on challenges like global hunger, infectious disease, forced migration, and weak institutions.  The  key breakthrough for FSI has been growing from its roots in international relations, geopolitics, and security to focusing on shared global challenges, of which four are at the core of our work: security, governance, international development, and  health. 

These issues cross borders. They are not the concern of any one country. 

Geopolitics remain important to the institute, and some critical and important work is going on at the Center for International Security and Cooperation to help us manage the threat of nuclear proliferation, for example. But even nuclear proliferation is an example of how the transnational issues cut across the international divide. Norms about law, the capacity of transnational criminal networks, smuggling rings, the use of information technology, cybersecurity threats – all of these factors can affect even a traditional geopolitical issue like nuclear proliferation. 

So I can see a research and education agenda focused on evolving transnational pressures that will affect humanity in years to come. How a child fares when she is growing up in Africa will depend at least as much on these shared global challenges involving hunger and poverty, health, security, the role of information technology and humanity as they will on traditional relations between governments, for instance. 

 

What are some concrete achievements that demonstrate how FSI has helped create an environment for policy decisions to be better understood and implemented?

We forged a productive collaboration with the U.N. High Commissioner for Refugees through a project on refugee settlements that convened architects, Stanford researchers, students and experienced humanitarian responders to improve the design of settlements that house refugees and are supposed to meet their human needs. That is now an ongoing effort at the UN Refugee Agency, which has also benefited from collaboration with us on data visualization and internship for Stanford students. 

Our faculty and fellows continue the Institute's longstanding research to improve security and educate policymakers. We sometimes play a role in Track II diplomacy on sensitive issues involving global security – including in South Asia and Northeast Asia.  Together with Hoover, We convened a first-ever cyber bootcamp to help legislative staff understand the Internet and its vulnerabilities. We have researchers who are in regular contact with policymakers working on understanding how governance failures can affect the world's ability to meet pressing health challenges, including infectious diseases, such as Ebola.

On issues of economic policy and development, our faculty convened a summit of Japanese prefectural officials work with the private sector to understand strategies to develop the Japanese economy.  

And we continued educating the next generation of leaders on global issues through the Draper Hills summer fellows program and our honors programs in security and in democracy and the rule of law. 

 

How do you see FSI’s role as one of Stanford’s independent laboratories?

It's important to recognize that FSI's growth comes at particularly interesting time in the history of higher education – where universities are under pressure, where the question of how best to advance human knowledge is a very hotly debated question, where universities are diverging from each other in some ways and where we all have to ask ourselves how best to be faithful to our mission but to innovate. And in that respect, FSI is a laboratory. It is an experimental venture that can help us to understand how a university like Stanford can organize itself to advance the mission of many units, that's the partnership point, but to do so in a somewhat different way with a deep engagement to practicality and to the current challenges facing the world without abandoning a similarly deep commitment to theory, empirical investigation, and rigorous scholarship.

 

What have you learned from your time at Stanford and as director of FSI that will inform and influence how you approach your role on the state’s highest court?

Universities play an essential role in human wellbeing because they help us advance knowledge and prepare leaders for a difficult world. To do this, universities need to be islands of integrity, they need to be engaged enough with the outside world to understand it but removed enough from it to keep to the special rules that are necessary to advance the university's mission. 

Some of these challenges are also reflected in the role of courts. They also need to be islands of integrity in a tumultuous world, and they require fidelity to high standards to protect the rights of the public and to implement laws fairly and equally.  

This takes constant vigilance, commitment to principle, and a practical understanding of how the world works. It takes a combination of humility and determination. It requires listening carefully, it requires being decisive and it requires understanding that when it's part of a journey that allows for discovery but also requires deep understanding of the past.

This teacher's guide was developed specifically for teachers in the New York City Public Schools to encourage the use of "Indigo: A Color That Links the World," Calliope: Exploring World History (September 2010, Volume 21, Number 1) and the study of the Silk Road in their classrooms. The indigo issue of Calliope and the teacher’s guide were developed in collaboration with Yo-Yo Ma and the Silk Road Project as part of its Silk Road Connect education initiative.
